Reuters reported in July 2025 that the committee, which grew out of HTS’s economic structures in Idlib and worked outside formal state structures, had obtained assets worth more than $1.6 billion, including stakes taken from businessmen and companies of Assad’s former conglomerate, and controlled the main mobile operator, Syriatel, through a signatory it appointed. Its existence was never announced by the government. 1
Reuters described an economic wing led by “Abu Mariam” (Abraham Succarieh) and a financial wing led by “Abu Abdelrahman”, with Hazem al-Sharaa overseeing the work. Syriatel said some of Reuters’ findings were incorrect. 1
