A Reuters investigation published on 24 July 2025 found that Hazem al-Sharaa, who then held no announced government role, oversaw the restructuring of Syria’s economy, including the work of an unannounced committee that took control of assets and negotiated settlements with Assad-era businessmen. Reuters also reported that he and Abraham Succarieh edited the final text of amendments to the investment law. 1
Published allegation
According to three people cited by Reuters, he was to oversee the sovereign fund announced on 9 July 2025, and a June 2026 Carnegie analysis describes him as heading it. However, SANA names Tourism Minister Mazen al-Salhani as the fund’s chairman, and no decree naming its management has been published. 1 2 3

A public title without a published appointment

In December 2025 he led a delegation to the Qatari Businessmen Association as “Vice President of the Syrian Supreme Council for Economic Development”, a body created by Decree No. 115 of 2025 and chaired by Ahmed al-Sharaa. In February 2026 the UAE’s national security adviser, Sheikh Tahnoun bin Zayed, announced a meeting with him under the same title. 4 5 6
Syrian media noted that no official appointment had been announced; the title first appeared in the Qatari association’s publication. 7
Reported departure (2026)
Published allegation
In February 2026 Zaman al-Wasl reported that Ahmed al-Sharaa intended to remove his brothers Maher, then Secretary-General of the Presidency, and Hazem from their posts. Their father, Hussein al-Sharaa, publicly confirmed the report. 8
On 9 May 2026 a new Secretary-General of the Presidency was appointed in place of Maher al-Sharaa. Reports of that reshuffle do not mention Hazem, and whether he still holds the council post has not been officially stated. 9
