“Abu Abdelrahman” in the Reuters investigation

Reuters reported in July 2025 that a former baker turned senior HTS commander known as “Abu Abdelrahman”, whom it named Mustafa Qadid, had set up Idlib’s economic committee, was behind the HTS fuel importer Watad and Sham Bank, and ran the committee’s financial wing from the Central Bank, where two former employees described him as a “shadow governor”. The governor at the time, Abdulkader Husriyeh, replied: “This is not true.” 3
Published allegation
Syrian media reported in October 2025 that this man’s correct name is Mohammed Omar Qadid, known in HTS as “Abu Abdulrahman al-Zarba”, and that he is the official now heading the Central Organization for Financial Control. No official source has confirmed that the two names refer to the same person. 2
Husriyeh was replaced as Central Bank governor in May 2026 by Mohammad Safwat Raslan. 4
