On 18 May 2025 Ahmed al-Sharaa, head of the de facto authority, signed Decree No. 28 appointing Abdul Rahim Atoun, known as Abu Abdullah al-Shami, head of the Religious Affairs Advisory Office at the Presidency. 1 The decision placed one of the most prominent religious figures of Jabhat al-Nusra and Hay’at Tahrir al-Sham (HTS), the movements al-Sharaa led from 2012 until 2025, in an advisory role at the centre of the new state. 2 3 4 5

- 28 March 2025: Decree No. 8 creates the Supreme Fatwa Council, on the day Osama al-Rifai is appointed Grand Mufti. Free Press Network lists Atoun among its members, alongside scholars such as Rateb al-Nabulsi and Justice Minister Mazhar al-Wais. 6 2
- 18 May 2025: Decree No. 28 appoints him head of the Religious Affairs Advisory Office at the Presidency; the appointment became public at the end of May. 1 2
- Early June 2025: according to Syria TV, he chaired a panel, including the Minister of Higher Education, that interviewed candidates to head Syrian universities, which the outlet saw as a sign of his reach. 3

Beside al-Sharaa: al-Nusra, Fateh al-Sham, HTS

Syria TV dates his joining Jabhat al-Nusra, al-Qaeda’s Syrian branch then led by al-Sharaa under the name Abu Mohammad al-Jolani, to 2012, when he took the name Abu Abdullah al-Shami. 3 4 Free Press Network says he had first led local armed groups in Idlib, including the Islamic Fajr Movement. 2
- He wrote several of al-Nusra’s doctrinal books; the best known, «In the Shade of the Tree of Jihad», was taught in the group’s induction courses. 3
- During the 2013–2014 rift between al-Nusra and the Islamic State group, he was among al-Nusra’s leading religious voices against IS. In his book he recounts a meeting with Abu Bakr al-Baghdadi at which, he says, al-Baghdadi accepted that al-Nusra could link directly with al-Qaeda’s leadership, a promise Atoun says was later broken. 2
- He first appeared in public in July 2016, when al-Nusra announced it was cutting its ties with al-Qaeda and renaming itself Jabhat Fateh al-Sham, a move he supported. 2
- He then became one of the main religious authorities of HTS, formed in 2017 under al-Sharaa’s leadership. 2 5
- In 2024, according to Syria TV, he was HTS’s “General Follow-up Official”, an important executive post, and head of its Supreme Council for Fatwa. 3
- In December 2024 Türkiye Today described him as head of the HTS sharia council, a close confidant of al-Jolani who frequently received visits from him, and a strategist of the group’s turn from transnational jihad to local governance. 8
Free Press Network reports that he announced his resignation from HTS on 27 January 2018 without explanation, while remaining close to its institutions. 2 Later reporting by Syria TV and Türkiye Today shows him in senior HTS posts in 2024. 3 8
The 2024 “agents affair”

From 2023 HTS detained hundreds of civilians, fighters and senior members on suspicion of working for Damascus or foreign governments, without informing their families. A detainee’s death under torture in 2024 set off rare protests in Idlib; al-Jolani called the protesters’ demands “mostly justified” and announced a restructuring of the security force running the prisons, and HTS told AFP it was “seriously examining” the demands. 9
Published allegation
According to Syria TV, al-Jolani formed an investigation committee that included Atoun, Anas Khattab (whom it calls Abu Ahmed Hudud) and Asaad al-Shaibani (Zaid al-Attar), and Atoun was responsible for issuing the religious ruling that allowed the security apparatus to use torture to obtain confessions. Syria TV writes that when this became known, after the detainees were released, it embarrassed the group and Atoun as one of the officials directly responsible, and that he then broke his silence with a long series of Telegram posts, “Engravings on the Wall of the Stage”. 3 10 We have not been able to verify the claim independently, and we have found no response from Atoun to it.
Before 2011, according to Assad-era records
Published allegation
Syria TV cites an interrogation record from Assad-era security documents obtained by the outlet Daraj. According to it, Atoun was born in 1981 in Ta’um, Idlib, graduated from the Faculty of Sharia at Damascus University in 2002 and taught Islamic education in al-Thawra (Tabqa), Raqqa province. In May 2008 he was detained on behalf of Military Intelligence Branch 235 (the “Palestine Branch”) and referred to the State Security Court prosecution, accused of planning to go to Iraq to fight and of holding extremist literature. 3 Records produced by the Assad security services may contain statements obtained under duress. Free Press Network gives a different account: born in 1956, with no documented formal education. 2
What he has said

According to Free Press Network, in a lecture in Aleppo he declared democracy, and those who embrace it, to be outside Islam, and argued that sharia could not be applied through parliaments, a civil state, negotiations or peaceful settlements. It also reports that he rejected the borders between Muslim states and concepts such as a “Syrian homeland”. 2 We have not been able to review the recordings.

In 2021, at a lecture organised in Idlib, he presented the Taliban’s return to power in Afghanistan as a model for combining military and political action. Türkiye Today and Free Press Network read this as part of HTS’s effort to be seen as a local movement seeking international legitimacy. 8 2
In “Engravings on the Wall of the Stage” he described HTS’s “project” as a “revolutionary, jihadist, institutional Sunni entity” resting on sharia as the reference for all laws and on military, security, political, economic, religious and administrative pillars, the last embodied by the Salvation Government. After the fall of the Assad government he wrote that the goal had widened to building Syria along four paths: preaching, developing society, strengthening and defending Syria, and relief. 3 10
Two readings of the appointment
Free Press Network sets out both views. Supporters point to his “gradual transformation” and argue that accepting a post in a state institution, alongside scholars from different schools, signals a break with confrontational jihadism. Critics argue that his place in the Presidency does not erase his record of declaring democracy un-Islamic and calling for cross-border jihad, and see it as a sign of Salafi-jihadist influence inside decision-making institutions. 2
Sanctions
Atoun is not individually listed. A search of the U.S. Treasury’s SDN list, the UK sanctions list and the EU consolidated list, which incorporates UN listings, on 4 October 2026 found no entry under his name or his nom de guerre. 11 HTS itself was removed from U.S. terrorism lists in 2025 and 2026. 12
What remains unclear
- What the Religious Affairs Advisory Office does: we have not found a published mandate, staff or budget. 1
- His role in the 2024 “agents affair”: the allegation rests on one outlet, and we have found no response from him. 3
- His early life: Assad-era records cited by Syria TV give 1981 and a Damascus University degree, while Free Press Network gives 1956 and no documented formal education. 3 2
