Syrians for Truth and Justice documented in 2020 that HTS’s “Spoils Office” in Idlib had taken over no fewer than 550 homes and businesses belonging to Christians, on the grounds that their owners were absent. 1

According to General Security officials quoted by Reuters, the committees set up in Damascus in December 2024 to manage the property of people linked to the former government were modelled on this committee. 2
