Mustafa Abdel Razzaq, previously director-general of public works in the Idlib Salvation Government, has headed the ministry since 12 December 2024. 1 In September 2026 it defended the expropriations underlying the Abyat Hills and Sham View projects as lawful. 2 Verify-Sy found that supportive comments under that Facebook statement included identical texts posted by dozens of mostly new accounts within minutes, a pattern it says indicates coordination without identifying who ran it. 3
