The Establishment partners with the Saudi companies Abyat and Thra in the Abyat Hills and Sham View projects west of Damascus. 1 2 Its director-general, Tamam al-Dabal, said in September 2026 that of about 3,905 requests for in-kind compensation for expropriated land filed between 1997 and 2008, 730 were processed, and that applications would reopen. 3
