Created by presidential decision on 9 March 2025 with a mandate that included identifying those responsible for violations and referring them to the judiciary. 1 On 22 July 2025 it reported 1,426 people killed, mostly civilians, and 238 security and army personnel killed by pro-Assad fighters, identified 265 suspects among those fighters, and said it had identified individuals and groups linked to certain factions who “violated military orders”. 2

According to the UN Commission of Inquiry, it referred the names of 298 alleged perpetrators within military factions to the judiciary. 3

Its full report has not been published; Human Rights Watch has called for its publication. 4
