Ahmed al-Sharaa formed the council by Decree No. 8 on 28 March 2025, when he also appointed Osama al-Rifai Grand Mufti of the Republic. ¹ According to Free Press Network, its members include the Grand Mufti, Abdul Rahim Atoun and Justice Minister Mazhar al-Wais. ²
