Reuters reported that the Othman Brigade, which the Defence Ministry directly oversees, was among the units at sites of killings in March 2025; the ministry did not respond. 1 The UN Commission of Inquiry lists HTS’s Othman and Muawiyah Brigades among the units that joined the operation. 2
