Mohammad al-Dabbash says al-Shaibani was the man known as “Zaid al-Attar” who took part in the file that ended with the Four Towns Agreement — Kafraya and al-Fu’ah in rural Idlib in exchange for Madaya and al-Zabadani in rural Damascus — and presents him as one of its signatories. 3

The Syrian Memory archive documents his participation in the 2017 negotiations on the Four Towns Agreement, and his use of the names “Hussam al-Shafi’i” and then “Zaid al-Attar” in closely spaced periods. Other press sources describe him as one of the negotiators or signatories. 1 4

Position in the current authorities and ties to Turkey

An official U.S. report referred to al-Shaibani as Zaid al-Attar and described him as one of the founders of Jabhat al-Nusra, a former official in charge of external relations who oversaw the transition to HTS, and said he lived in Turkey until 2024. 5

Mohammad al-Dabbash presents him as the second man in the authorities, with close ties to Turkey. His long residence in Turkey and his Turkish political contacts are documented; describing him as personally subordinate to a specific Turkish official is a political characterisation, not a fact established by an independent source. 3

In the transcribed episode, al-Dabbash says his brother, who worked as an adviser with the authority on missing persons, was brought back from France, met al-Shaibani twice within a week, and was then asked to pressure his father and brother to stop their criticism. This is the speaker’s account; we found no independent documentation of it. 3
